Quick tip: Directly take the Courser Chip to Goodneighbor, find Dr. Amari. Just kidding, you can't actually do that. Railroad HQ is your go-to place. Tinker Tom is the man for the job!

To get the Courser Chip analyzed in Fallout 4, you gotta take it to the Railroad HQ. First, you need to follow the 'Road to Freedom' quest which will lead you to the Railroad. Once there, talk to Desdemona and she'll introduce you to Tinker Tom, who is the tech genius there. He'll take your chip, work his magic, and voila! You're one step closer to that sweet piece of tech giving up its secrets.
