Alright, here's the lowdown: To activate the Institute Relay, you need to progress through the main questline until you reach 'The Molecular Level' quest. This quest will have you working on building a Signal Interceptor with the help of either the Minutemen, Brotherhood of Steel, or the Railroad. Once you've got all the parts together - a stabilized reflector platform, a beam emitter, console, and power - and have slapped them down, you'll wire them up with enough power (we're talking about 27 power units, so stack up on generators). After that, just follow the quest prompts to throw the switch and bam, you're teleporting!
