Nope, sorry. You can't become an Elder in Fallout 4. The game's structure just doesn't allow for that kind of rank progression within the Brotherhood of Steel. Would've been cool though!
I wish! But sadly, Fallout 4 isn't set up for you to climb the ranks to Elder within the Brotherhood of Steel. Best you can do is pretend and dress the part.
