You can't, strictly speaking. Fallout 4 doesn't have a 'become the overseer' option. However, the Vault-Tec Workshop DLC lets you play overseer in a very literal sense by letting you build and manage your own Vault. So, in a roundabout way, that DLC is your ticket to overseer status!

Easy peasy! You can't officially become an 'Overseer' in the main game or storyline, but if we're talking about taking charge, the closest you get is by building and managing your own settlements. Think of yourself as the overseer of your own post-apocalyptic empire!

Nope, not happening. Fallout 4 isn't about climbing the ranks of a Vault's bureaucracy. Focus on building settlements and enjoy being the boss of your own little corner of the Commonwealth instead.
