Changing your character in Fallout 4 is a breeze if you're just looking to tweak appearances. Just head to Diamond City and look for the barber for a haircut, or find a surgery center to change your face. However, if you're looking to redo your stats or SPECIAL, you're out of luck without mods. Mods can let you change almost anything about your character though!

Start over. It's the only way to fully change your character. Make it an adventure!

Actually, there's no legit way to fully change your character once you've started the game, aside from cosmetic tweaks. Gotta plan carefully or roll a new game.
