Establishing Raider Outposts in Fallout 4 is all about that Nuka-World DLC life! First up, make sure you've got the Nuka-World expansion downloaded, cuz that's where all the raider action is at. Then, become the Overboss of Nuka-World by completing the "The Grand Tour" quest. After you're big boss material, talk to Shank. He's the guy who'll help you expand your raider empire into the Commonwealth. You'll have to shake down or persuade settlements to work under you. Remember, being a raider boss means making some tough calls and maybe even fighting settlers or your own raiders.
