Easy peasy, vault dweller! To kick off the 'All Aboard' quest in Fallout 4, you gotta have the Nuka-World DLC installed. Once you're level 30 or higher, you'll hear a radio broadcast, the Nuka-Cola Family Radio, inviting you to the Nuka-World amusement park. Simply tune in to start the quest. Just head over to the Nuka-World Transit Center on your map, and you'll be on your way to a whole new adventure filled with raiders, new territory, and tons of Nuka-Cola!

I heard someone saying you can start it anytime, but nope, you need to be level 30 and have Nuka-World DLC. Got there by accident when I was just roaming around. The quest popped up after the radio message played. It's one of the coolest DLCs, so totally worth the wait!
