Don't neglect those trash cans and toolboxes! Seriously, bobby pins hide in the most unassuming places. Also, buying them from vendors is an option if you're swimming in caps.
Pickpocketing! It's not just for the morally flexible. If you've got the skills, you can lift bobby pins off of unsuspecting wastelanders.
Hey, just smash 'lock' with a big hammer! Kidding, of course... but remember, the real Fallout 4 veterans know that bobby pins are practically everywhere if you look closely enough. Also, vendors and trash heaps can be your best friends when you're out.
I just buy 'em from vendors. Why bother scavenging? Caps are easy to come by if you know what you're doing.
