Just loot everything and everyone. Seriously, fusion cells are kinda everywhere once you start paying attention. Also, scavenge any abandoned military sites you stumble upon; they're like fusion cell goldmines.

I once found a bunch in the back of a truck near a military checkpoint. No idea if it's always there, but check those random spots out in the world. They can surprise you with how much loot, including fusion cells, they've got!
