To get into Covenant in Fallout 4, you first gotta find the place. It's a small, walled settlement located to the east of Lexington, pretty close to the Mystic Pines. When you get to the front gate, you'll have to pass a test called the SAFE test to get inside. It's a bit of a quirky test that's all about gauging your morality or something. Answer the questions in the most agreeable way possible, and you'll be granted access. If you fail, well, you might have to find... other ways to get in.

Just pick the lock if the test is too weird for you. I mean, it's Fallout; there's always a backdoor!

Honestly, just walk up and talk your way in or sneak around. The test ain't that deep, and Covenant's not Fort Knox.
