Alright, tackling Buffout addiction in Fallout 4 is straightforward. Just find yourself a Doctor in any major settlement like Diamond City or Goodneighbor. Pay them some caps, and they'll cure all your addictions. If you're out wandering the wasteland and can't get to a doc, look for some Addictol. Just pop some Addictol, easy peasy. It clears up any addiction, not just Buffout. You can usually find it when you least expect it, so keep those eyes peeled.
