To get Science rank 1 in Fallout 4, you gotta level up your character to at least level 6. Once there, make sure you've got an Intelligence stat of at least 6. If you've got that covered, just open your Pip-Boy, head to the Perks menu, find the Science perk (it's under the Intelligence category), and voila, you can now craft all the high-tech gadgets your heart desires.
Getting Science rank 1 isn't rocket science! Get to level 6, boost your Intelligence to 6, and you're good to go. Crafted a plasma rifle on my first try and never looked back!
Just hit level 6 and make sure your Intelligence is at 6. Science rank 1 is then yours for the taking. Easy peasy.
