Just buy it. Some vendors sell it later in the game. Saves you the trouble of dealing with the Forged.
Gotta say, crafting is the way. If you can't find it or don't want to deal with questing, just gather the materials and craft it yourself at a weapons workbench. Who needs quests when you've got crafting skills?
Honestly? Just defeat Slag in 'Out of the Fire'. It's the most straightforward way. Quests add to the experience anyway!
