You just need to follow the main story and side with the Railroad up to a point. After doing some initial quests for them like "Boston After Dark" and "Tradecraft," and getting into the Institute, "Underground Undercover" will pop up as part of the main quest line. It's more about progressing naturally with the Railroad and making the right choices.

To get the quest "Underground Undercover" in Fallout 4, you gotta be a bit of a double agent. First, work with the Railroad faction until you complete the quest "Boston After Dark" and then "Tradecraft." After that, start the quest "Molecular Level" but choose to build the signal interceptor with the Railroad. Once you've infiltrated the Institute, you’ll get "Underground Undercover." It’s a sneaky business, but hey, that’s the Railroad for ya!
