Wanna beef up your settlement in Fallout 4? Easy peasy. Just start scrapping everything you don't need. Old tires, excess furniture, and those pesky trees? Scrap 'em. The game has a hidden size meter that fills up as you build but scrapping stuff in your settlement will lower that meter, letting you add more stuff. Also, here's a cheeky little trick: drop weapons from your inventory within the settlement, then enter workshop mode and store them in your workbench. It somehow tricks the game into lowering the size meter, so you can keep expanding. Just rinse and repeat!

Trust me, dropping weapons in your settlement and then storing them works wonders for expanding your size limit. Did it in my Sanctuary build and ended up with a fortress. Just make sure not to overdo it, or you'll be dealing with some serious framerate drops, especially on consoles.
