Just collect lots of Nuclear Material and keep Purified Water on hand. You'll find the rest of the stuff as you wander. Honestly, it's less about making coolant and more about hoarding every piece of junk you find. Fallout 101!

Honestly, just grab everything you can carry and eventually you'll end up with enough to make reactor coolant. I swear half the game is just being a wasteland hoarder.
