Moving settlers in Fallout 4 is pretty simple. Just head to the settlement where your chosen settler is hanging out. Open the Workshop menu by pressing the designated button (depends on your system). Then, point your cursor at the settler you want to move, and you should see an option to 'Move.' Hit that, select the destination settlement, and bam, they'll pack their bags and head over. Just make sure the settlement you're moving them to has enough resources to keep them happy!

Just go to workshop mode, click on a settler, and there should be an option to move them to another settlement. Just make sure you've unlocked the settlement you want to send them to first.

Honestly, unless you're really into managing every aspect of your settlements, moving settlers around is more hassle than it's worth. Why not let them roam free? Freedom for the Commonwealth!
