Opening the Mod Configuration Menu (MCM) in Fallout 4 isn't as straightforward as you'd hope since it's not part of the base game. First off, you need to install the Fallout 4 Script Extender (F4SE), then download the MCM mod itself from a modding site like Nexus Mods.
