Why bother? Clem's cool, but honestly, dressing him up isn't gonna change your gameplay. Focus on building and quests, my dude.

Oh, gearing up Clem, huh? Easy peasy. First up, you gotta complete the 'Experiment on Clem' quest from the Vault-Tec Workshop DLC. After that, he's all yours to dress up. Just walk up to Clem, open the trade dialog by selecting 'Talk,' then 'Trade.' Now, you can move any outfit from your inventory to his. Voila, fashion show in the wasteland!
