Painting armor in Fallout 4 is pretty straightforward but requires you to have the Armorer perk and access to a Power Armor station. Once you've got those, just walk up to the Power Armor station with your Power Armor nearby, interact with the station, and it'll give you options to modify and paint your armor. You can choose from various paint jobs, each with their benefits, like increased charisma from the Minutemen paint or increased strength from the Brotherhood of Steel paint. Remember, some paints might need additional components, so keep an eye on your resources!

lol just mod it, why bother with in-game limitations when there's a mod for virtually every paint job you can think of. Nexus Mods is your friend for this.
