Keep at it until you unlock her personal quest, 'Benign Intervention.' Help her out with her struggles, and after that, just keep being your charming self. Wait for her affinity to hit the max, and she'll start to open up. When she does, make sure to choose those flirtatious dialogue options and bam, you're in! Trust me, I've been there, done that, got the companion!
