Be a Paladin's best friend by showing loyalty to the Brotherhood of Steel, help out with Brotherhood quests, and always pick dialogue options that boost his approval. Once you've proven yourself, you'll trigger his personal quest, 'Blind Betrayal.' Complete it, and you'll have the option to express your feelings and start the romance.
Honestly, you're better off romancing Piper or Cait. Danse is way too caught up in his Brotherhood of Steel drama.
