Lol, just go into workshop mode and boss them around to where you need them. Make sure you've got the other spot unlocked first though. Can't send folks to nowhere!

It's pretty easy once you get the hang of it. First off, you gotta make sure you're in workshop mode - just press and hold the 'V' key on your PC, the 'Change View' button on Xbox, or the touchpad on PS4. Then, walk up to the settler you wanna move. You'll see an option to 'Move' (might need to press R on PC, A on Xbox, or X on PS4). Select that, and then just pick the settlement you want to send them to. Remember, you can only send settlers to locations you've unlocked and have enough space.
