To spawn Minutemen in Fallout 4, you can't just wiggle your fingers and expect them to pop up. You need to progress in the Minutemen questline until you unlock the ability to use flares. Once you've got that, just toss one of those bad boys on the ground, and Minutemen will come running to your aid. Make sure you're outside when you do it, though. Flares don't do much indoors besides looking pretty.

Nah, you can't just spawn Minutemen on demand. It's all about those flares. Get 'em, throw 'em, and then you'll see some friendly faces ready to blast your foes. Just remember, no flare action in the living room.

Actually, another way to get Minutemen to show up is by using the 'Artillery Smoke Grenade' if you've completed the quest 'Old Guns.' It's more about bringing the boom than bringing the troops, but hey, explosions can be pretty convincing too.
