Easy peasy! Just head to the workshop in any settlement that's part of the supply line you wanna cut. Go into the workshop menu, then find a settler assigned to the supply line. Select them and you should see an option to cancel the supply line. Confirm it, and boom, supply line severed.

Actually, you don't really need to stop supply lines, do you? They're super useful for sharing resources between your settlements. But if you must, the method above is the way to go.
