The real trick is to upgrade the Locksmith perk to its max. Without that, you're basically just tickling the lock. Get that perk, and those master locks will open up like they've missed you for 200 years.

Unlocking a master lock in Fallout 4 requires a bit of patience and skill. First off, you gotta have your lockpicking skill maxed out to 'Master' level, since lower levels won't even let you touch those locks. Then, it's all about that sweet spot. Gently rotate the lockpick and listen for the click sounds, adjusting your pick position accordingly. It might take a few tries (and broken lockpicks), but keep at it!
