Fallout 4 is primarily an action role-playing game (RPG) with the option to switch between first-person and third-person perspectives. While it does have shooter elements, especially in first-person mode, calling it a first-person shooter (FPS) doesn't fully capture its RPG depth, storyline, and open-world exploration.

technically it's not just a first person shooter, it's an RPG! you get to build stuff and talk to people a lot, not just shoot things.

Yes and no. If you're playing mostly in first-person view and focusing on the combat, it feels like a FPS. But there's so much more to it, like crafting and a huge story.
