Fallout 4 sales on Steam are kinda unpredictable, but the best times to check are during the big Steam sales, like the Summer Sale and the Winter Sale. These usually happen around late June and late December. Also, keep an eye out during the Autumn Sale in November, right around Black Friday. Steam loves dropping prices then!

Honestly, just wishlist it on Steam and wait. Steam will email you when it's on sale. It's like setting a loot trap for when those prices finally drop.
