Scavenging > Buying. Why buy when the Commonwealth is littered with aluminum? Just loot every can and tray you see.

Actually, you'll get more bang for your caps if you trade with the vendors in the larger settlements. They tend to have a better stock, and you can sometimes haggle a bit if you've got the right perks.
