Just hit up the Sunshine Tidings Co-op. There's a ton of bags of cement in one of the sheds. You'll be swimming in concrete.
Pro tip: the Workshop menu is your best friend. It often lets you scrap stuff for concrete right there in your settlement. So before you go off on a wild goose chase, check your own backyard first.
Honestly, just buy it from vendors if you're lazy like me. Saves you the trouble of hunting it down.
