Scrap, scrap, scrap! And when in doubt, visit the local junk trader. They usually have a bunch of stuff you can buy and scrap for gears.

Dismantle everything! Almost. Gears are hiding in plain sight in a ton of everyday items you'll find scattered around. Desk fans are your best friend, and so are antique watches. If you're in a settlement, use the workshop mode to scrap items for parts, including those precious gears.
