Kellogg's hiding spot is Fort Hagen. Just advance the main story, and you can't miss it. Easy to find if you don't get sidetracked by all the other cool stuff in the wasteland!

Kellogg, the notorious baddie you're on the hunt for, is holed up in Fort Hagen. You'll work this out as you follow the main quest line, specifically during the 'Reunions' quest. Keep your eyes peeled and your weapons ready, 'cause he's not the welcoming type. And oh, watch out for synths!
