Nick Valentine is holed up in a place called Park Street Station, which you'll find during the main quest 'Unlikely Valentine.' He's not just lounging around though; you've gotta bust him out of a vault turned gangster hideout. So, gear up before you go!

I legit spent hours looking for him without touching the main quest. Big mistake! Focus on the 'Unlikely Valentine' quest, and you'll find him in Vault 114, in the Park Street Station. No shortcuts here, just follow the quest line.
