The root cellar in Fallout 4 is in Sanctuary Hills, near one of the houses towards the back of the neighborhood. It’s kind of hidden, so keep an eye out for a small hatch on the ground!

Just wander around Sanctuary Hills, you’ll trip over it eventually. Pro tip: it’s a great spot for early game loot.

LOL, took me forever to find it too! It’s in Sanctuary Hills. Look for a tiny hatch behind one of the houses. It's like they tried to hide it. Happy hunting!
