TBH, finding the FEV lab is more of a hassle than finding the serum itself. But hey, it's Fallout - what'd you expect? Smooth sailing? ?

You'll find Virgil's Serum in the Institute, specifically inside the FEV lab. Once you're inside the Institute, make your way to the Bioscience division. From there, look for a lab that's kind of off on its own - that's the FEV lab. The serum is inside a containment chamber, marked by a quest icon. Sneaky and a bit of a challenge to get to, but totally worth it for the quest!

Just to add a quick note here - don't forget to actually grab the serum. It's easy to walk right past it if you're not paying attention. It's in a small, round case. So, eyes peeled!
