Ballistic fiber in Fallout 4 can be a pain to find but totally worth it for that sweet armor crafting. Military grade duct tape and military ammo bags are what you're looking for. You can snag these from various military sites and ruins. Pro tip: Check out the National Guard Training Yard, Fort Hagen, and the Prydwen. Oh, and vendors like KL-E-0 in Goodneighbor and Proctor Teagan on the Prydwen sell shipments of ballistic fiber if you've got the caps.

Gotta say, ballistic fiber is like gold in Fallout 4. But if you're swimming in caps, just hit up a vendor. My go-to is KL-E-0 in Goodneighbor. She'll hook you up with shipments, no problem. Makes upgrading armor a breeze!
