Scavenge, people! Why buy when you can find fusion cells littered all over the place? Check every container, especially in areas with a high concentration of robots or synths. You're playing a post-apocalyptic scavenger simulator, after all. Buying should be your last resort.
Fusion cells are pretty much the bread and butter for your energy weapons in Fallout 4. You can buy them from various vendors throughout the Commonwealth, like Arturo in Diamond City who always seems to have a decent stock. Don't forget to check out the traveling merchants as well; their inventory refreshes, and they often carry fusion cells. Also, keep an eye out for military sites or checkpoints, those places tend to have them lying around for the taking.
