Early on in Fallout 4, bobby pins aren't just laying around everywhere, but you're not totally out of luck. Keep an eye out in common areas like dressers, nightstands, and desks. The Sanctuary is a good place to start; check around the houses. Also, don’t skip talking to Codsworth; he can hook you up with some useful items early on, including those precious bobby pins for all your lockpicking needs!

Actually, got lucky finding bobby pins in Concord, in the building across from the Museum of Freedom. There's a safe on the ground floor. Also, raiders tend to carry them, so check their loot after a fight. Happy hunting!
