Pray to the RNG gods and keep at those Legendary enemies. It's worth it for the explosive minigun, trust me.

Just keep grinding! Legendary enemies are your key to that explosive minigun. Got mine from a Legendary Super Mutant. It's random, so gear up for some serious enemy hunting.
