Just buy it. Seriously, vendors in Diamond City and Goodneighbor sell bags of fertilizer. Save yourself the scavenger hunt and get back to building or blowing stuff up.

FYI: Brahmin are your best friends for fertilizer. More Brahmin = More fertilizer. Build those troughs and watch your stockpile grow!
