Honestly, just pick a direction and start walking. You'll trip over some Mentats eventually. They're as common as mirelurks at a beach party.
Mentats can be found scattered throughout the Commonwealth! Look for them in places like hospitals, schools, or inside desk drawers and safes. Remember, any location with pre-war remains is a potential goldmine. Also, don't forget to check the inventories of merchants; some of them sell Mentats regularly.
Pro tip: If you can't find any, craft 'em! Get the Chemist perk and mix up your own batch. Nothing beats the satisfaction of self-sufficiency in the wasteland.
