Short answer: Because you CAN. And it's awesome. It adds a whole new layer to the game where you get to control more than just your character. You literally get to play wasteland god (or mayor, at least).
Honestly, it's not for everyone. Some folks prefer to wander the wasteland unencumbered by the needs of needy settlers. But for those who love a dash of Sims in their RPG, building settlements is where it's at. Personal experience: turned the Red Rocket into a fortress of solitude. 10/10 would recommend.
