First off, don’t panic! Fallout 4 might run poorly on PC for a few reasons. It's a pretty demanding game, especially if you've cranked up those graphics settings to ultra. Your PC might not meet the recommended specs, which is like trying to run a marathon with a backpack full of bricks. Make sure your hardware is up to snuff! Lol, because it's trying to render the apocalypse, duh. But seriously, check your specs and dial down those settings if you’re not rocking a high-end PC. 60 fps isn’t worth seeing every individual mutated grain of sand.
