Why Won't Fallout 4 Launch on Steam?

Had this problem once, turned out my game files were corrupted. Reinstalling Fallout 4 worked for me. It's a pain, but sometimes it's the only way to get back to the wasteland.

Graphics drivers aren't the issue, it's clearly a Steam issue. Try running Steam as administrator. Sometimes it's all about giving Steam the permission it thinks it needs.

Couple of tricks to get Fallout 4 up and running: 1) Check if Steam updated properly, cuz sometimes it messes up and needs a restart. 2) Verify the game files through Steam, it's like a magic fix button. 3) Make sure your PC's drivers are updated, especially the graphics card. Fallout 4 can be picky.
