Nope, counters in MTG are not permanents. Think of them more like markers or tokens that you place on permanents (like creatures or lands) or players to indicate a change in state, like additional strength or extra abilities. But unlike permanents, they don't exist on the battlefield on their own and vanish if the permanent they're on leaves the battlefield.

No, they aren't. Counters get placed on stuff but they're like stickers, not actual cards on the table.

Absolutely not. Counters are just temporary adjustments. They're part of the game's strategy but not permanents. Trust me, I鈥檝e been playing for years.
