Nope, not all of them. Only the latest Core Sets are in Standard. Once a new set comes out, the older ones start to phase out. So, always check which ones are currently in play.

Yep, MTG Core Sets are part of the Standard format, but only the most recent ones! Standard is always evolving, so it includes the latest few sets released. Keep an eye out for new releases though, as they might cause older Core Sets to rotate out.

Actually, it's a bit of a yes and no situation. Core Sets are part of Standard for a while, but as new sets come in, old ones go out. So, a Core Set isn't forever in Standard.
