Depends on what you're looking for! If you're after specific cards to complete a deck, buying singles is usually a better bet. Repacks can be fun for the surprise factor and sometimes you get more bang for your buck, but it's a gamble. You might end up with a lot of bulk you don't need.

Honestly, no. Most repacks are just bulk with a tiny chance at something good. Better to save your money for singles or sealed product if you're after value.
I've had great luck with repacks! Pulled a couple of high-value cards that made the whole purchase worth it. It's all about the thrill of the chase for me.
