Nope, doesn't work like that. Clockspinning changes counters, but experience counters aren't the same as +1/+1 counters or charge counters. They're a different game mechanic altogether. Stick to using it for what it's good for, like adding time counters to suspended cards or tweaking loyalty on planeswalkers.
Clockspinning + experience counters = chef's kiss. Used it in a Commander game once to pump my Ezuri, Claw of Progress out of nowhere. My opponents didn't see it coming. Just remember, it's all about timing and having that blue mana open when you need it.
