Nope, you can't just decide to dredge 2 because you feel like it. You need a card with the Dredge ability specifying 'Dredge 2'. Always read your cards!

Dredge 2 is totally doable, speaking from experience. Had a deck centered around Golgari Grave-Troll and Stinkweed Imp. Worked like a charm every time I needed specific cards back. Just make sure your graveyard's prepared.
