Nope, you can't respond to a phase change. MTG rules don't allow players to cast spells or activate abilities simply because a phase or step is beginning or ending. You gotta wait for the stack to be empty and have priority during a phase or step where actions are allowed.

Short answer: No. You can't. Phase changes are not game actions that use the stack, so there's no responding to them directly.

Actually, phases change without any input from players. It's like the tide鈥攃an't stop it, only navigate through it. Best you can do is prepare for what comes after the phase changes.
